About the PBE

The Brazilian Labeling Program (PBE) and the Labeling of Household and Gas Powered Appliances.

The PBE is a power conservation program that uses informative labels to inform consumers about the power efficiency of some products sold in the country.

 

PBE’S Label

Besides the product power efficiency classification, the PBE Label contains information such as the brand name and model, power consumption cost (electricity or gas) or power yield (%) and a few technical specifications.

The upper part of the label shows the manufacturer name, the product brand and model, and the kind of gas used.

The average classification of the tabletop burners is highlighted in that area of the label. The letter A indicates that the product achieved the BEST efficiency rate; the B means it is a little less efficient, and so on down to letter E, which stands for the lowest efficiency level.

This percentage indicates the average efficiency rate of the tabletop burners (it means the gas power efficiency in transferring heat to the pot).

This represents the oven inner capacity in liters and its maintenance consumption, that is to say how many kilos of gas per hour are needed to maintain the oven at a certain pre-established temperature. The letter A indicates the most economical oven and the E, the least one.

This area has the INMETRO and the CONPET (National Program for the Rationalization of the Use of Oil and Natural Gas Byproducts) signatures.


Power Efficiency Seal

The labeled products that achieve the best performance results in their category may also receive a power efficiency seal. This means that these products were awarded as the best in terms of specific power consumption aspects and makes their distinction to the consumers. The labeled electric household appliances receive the PROCEL seal annually. Gas-powered household appliances receive the CONPET seal, which development is explained hereafter.

 

Deployment

The adhesion of the various categories of products to the PBE is done on a voluntary basis through its corporate representations. In order to deploy the program, these private entities entered into technical and institutional cooperation agreements with the government agencies responsible for the PBE. The products included in the program are tested in laboratories authorized by the National Institute of Metrology, Standardization and Industrial Quality (Inmetro) following specific standards and regulations, certified for appropriateness and classified for power performance using a scale from “A” to “G”. From times to times, the classification level values are increased in order to promote a continuous improvement of the products’ power performance. After a given period of time, the labeling process becomes compulsory for the purposes of only allowing the sale of products that comply with the minimum efficiency, quality and safety requirements.

  • INMETRO - National Institute of Metrology, Standardization and Industrial Quality;
  • CONPET - National Program for the Rational Use of Oil Derivatives;
  • PROCEL – National Program for Power Conservation;
  • PETROBRAS - Petróleo Brasileiro S.A – Brazil’s largest, state-controlled oil company;
  • ELETROBRÁS – Centrais Elétricas Brasileiras S.A. – Brazil’s State Owned Power Corporation that is responsible for approximately 60% of Brazil’s power production and distribution;
  • ANP – Brazil’s National Petroleum Agency;
  • ANEEL – Brazilian Electricity Regulatory Agency;

Private business entities:

  • ABINEE – Brazilian Consumers Electronics Association;
  • ELETROS – Brazil’s National Association of Consumer Electronics Manufacturers;
  • ABILUX – Brazilian Lighting Industry Association;
  • ABRAVA – Brazilian Refrigeration, Air Conditioning, Ventilation and Heating Association;
  • ABEER – Brazilian Renewable Energy Companies and Power Efficiency Association.
 

LABELING OF GAS POWERED HOUSEHOLD APPLIANCES

The program implemented for the labeling of gas powered household appliances consisting of more efficient stoves, ovens and heaters, is intended to stimulate the rational consumption of gas in general, especially liquefied petroleum gas (LPG). Partially imported, LPG is the type of gas used for coking in almost all Brazilian households.

Labeling of gas powered stoves and ovens (compulsory)

The domestic models of tabletop stoves (over 18 kg), stoves with ovens and ovens are labeled. The labeling of these products for sale in Brazil is compulsory since March 1, 2003, according to a determination by INMETRO’S Administrative Rule Number 73 of April 5, 2002. Inmetro’s inspectors are responsible for inspecting the points of sale and verifying if this rule is being complied with.

Labeling of gas powered heaters (voluntary).

For now, the labeling of gas powered water heaters is voluntary. Inmetro is analyzing the possibility of making it mandatory to label these products. Almost all distributors of this equipment – which are mostly imported – participate in the testing program.
